Tientsin telegram No. 188 to you.

In last paragraph Consul-General suggests that the

instructions I gave to him in accordance with your telegram

9 No. 391 to Shanghai put in grave danger the lives of the British

community.

If this is really so question reduces itself to a choice

between British and Chinese lives in the concession and those

of the four men in question. In that case there can be but

one answer.
